P19b user guide validation

The existing investigation page documents historical comparison as read-only, current-to-team-evidence proposals, explicit accept/ignore/dependency selection, preview/confirmation, internal additions and blocked targets. It explains atomic application, human validation, no research charges, stale/unknown recovery and preserved choices. The obsolete blanket unavailability statement is replaced by a link to the new workflow; historical reconciliation remains explicitly absent. No automatic search, exclusion restoration or historical application is promised.

All Markdown, including this report, is finalized before the final typecheck and Docusaurus build. Check the generated investigation anchors, internal cross-links, rendered workflow text and actual document count after the build; final results are included in the handoff rather than appending unchecked MDX afterward.
